I am applying the SLC material to aluminum and steel. I have some rust on the steel. Does it need to be removed?

Any loose rust needs to be removed, light rust does not generally affect the performance of SL&C products, but a rust converter such as is available at auto or home supply stores is always a good idea before encapsulating rusted surfaces.
